Instructions: Order & Destruction
Kill Vilemaw, a level 33 Champion Screamer, around 3.8k 24.4k in the Chaos Wastes. He can be found at the southern edge of the island where the Destruction PQ 'Lonely Tower' is.
Once the unlock triggered, you can claim the cloak buying it from the correct merchant in Library (Order) / Lyceum (Destruction).
