Kill 'Warpwind Night Runner' around Skaven Tunnels until one drops a Pocket Item 'Fresh Meat'. Equip it will trigger the unlock.
Step 1: Talk to either the Raven War Sapper or the Hungry Hound near the Rally Master Lord Xyshrenth at Southern Breach (Chaos Chapter 19) to receive an Empty Feed Bag. You will see the text:

It's a much pickier eater than the chaos hounds though and I need to man my post. Can you take this bag and get him some food. He's kind of a picky eater, but I think he might like some horse meat if cooked right. There should be stallions nearby, get some meat from them. I'm sure we can convert it if we keep it happy and fed!''
<u>Note:</u> Warpwind Night Runners are mainly just outside the Skaven Tunnels.


Step 2: Kill Ungol Stallion near Southern Breach in [[Praag]] for Fresh Meat to fill the bag with. You will see the text:
