Kill 'Snowperch Matriarch', a level 37 Hero Warhawk, in Praag at 60k 49k, above the mountains.
Tip: To reach him, first head to 58.5k 62k at the Major Landmark 'Ragehorn Herdstone', then follow the edge of the mountains heading northeast. At 62.4k 59.4k you will see 2 rocks; jump on them then on higher ground. Then run at 59.5k 53.5k where you will once again see 2 rocks. Jump on these rocks to reach the mountains.
