Kill Harpies at 22k, 63k or 30k, 59k Eataine until you recieve the drop Harpy Heart. Deliver the heart to Tanel Bluebrook, the healer who is located at 49.5k, 51.5k Caledor. (HE CH. 21)

When you talk to the Aela Skinflayer, the Healer in DE Ch21 camp, she will say:
Greetings, <name> I wonder if I can trouble you? If you can obtain a Harpy heart, I would appreciate the help.
Kill Tormented Harpies at 22k, 63k or 30k, 59k Eataine until you recieve the drop Harpy Heart. Deliver the heart to the healer, Aela Skinflayer, in the DE Ch 21 camp.
note: drop rate is low
