Their Heart's Not in it, Yet. is a Tome of Knowledge Bestiary entry for Harpy.

Kill "Tormented Harpy" at 32k 60k in Eataine until you receive the Pocket Item "Harpy Heart". Equip it for the unlock.

Once the unlock triggered, you can claim the jewel buying it from the correct merchant in Library (Order) / Lyceum (Destruction).
