Talk of the Town is a Tome of Knowledge Bestiary entry for Bandit.

Instructions: Order & Destruction

Talk to/kill one of the "Uthorin Sorceresses" at The Blighted Isle (13k 8k) along the path between Narthain Beach and Black Ark, near Dark Elf Chapter 1. They are surrounded by neutral "Dark Sprites".

Note: Order can easily reach them swimming from 31k 3k to 23k 12k, then avoid 55 Champions.
