Left Wing of Bastion Stair Dungeon, 2nd PQ 'Bloodhorn Labryinth' in the last room where the boss spawns, is a Champion named Beastrip. Kill him until he drops the bind on pickup 'Rage Forged Collar', examine the collar in your inventory for the unlock.
