Instructions: Order & Destruction
Kill "Master Moulder Vitchek" in Kadrin Valley at 62k 37k, inside "Tunnel of Baradum". He is at the upper end of the tunnel, after the bridge.

In Kadrin Valley, inside the same tunnel, you will find "Burrow Champion" for To the Death unlock.
