You can get this item by starting a quest chain from Captain Hans Boschmar in High Pass Empire Warcamp.
First quest is
As Lord Tchar'zanek Demands then you follow the next
Raise the Chaos Banner for Glory
Ravage the Lords of Order!
Go to the Citadel
and finally the last one rewards you the Scroll.
