It's a Tier 2 PvE set, you can obtain it by completing quests and kill opponents in RvR or Scenarios.

Here are the location of every questgivers of both side:

Questgivers First Quest: Kill Enemy Players Second Quest: Hero Locations
Order
  • Kill 10 Choppas
  • Kill 10 Blackguards
  • Kill 10 Marauders
Destruction
  • Kill 10 Ironbreakers
  • Kill 10 Swordmasters
  • Kill 10 Witch Hunters
