Flames of Change (Destruction) or Offerings to Dahz (Order) is a quest from the Cultist of Flames (Destruction) and Priest of Dazh (Order) during the Feast of Shoika Live Event.
The quest states that you should kill Kislevite Bulls. The bulls are in specific locations check your quest text and map markers.
