Enter the Suskarg Caves at 2k,35k in Troll Country to trigger this unlock (will unlock for Order even though the tome text tooltip says this is for Destruction).

Alternatively, per Zinkoz, enter the Wetfang Cave at 05k,27k near near Noggaz Camp in Barak Varr and it will unlock.
