Unlock for Order & Destruction

Interact with 'Eye of Change' in Norsca at 39.5k 20k, in the middle of the Destruction PQ 'Ruinous Powers'.
Tip: Order players must be prudent as 55 Champions are at the bridge at 36.4k 25.2k. I advice you to pass the river from east.
