Order and Destruction
Interact with the Empire Runners Corpse in High Pass at location 38195,40653. The corpse is in a slight indent on a bit of a hill located with wolves below it and in front of the Shrine of Tzeentch Public Quest. Approaching from the SE (headed NW) is the easiest way to find the corpse.
