Sends a "swap tactic" request with two tactic IDs to the server.

== Arguments ==
;firstTacticId : <code>number</code> – A tactic ability ID.
;secondTacticId : <code>number</code> – A tactic ability ID.

== Returns ==
Nothing.

== Details ==
* Both IDs are cut to 16-bit values and sent together in one "swap" tactics request. The request lists <code>secondTacticId</code> first and <code>firstTacticId</code> second.
* The client does not check either ID. What the swap does is decided by the server.
* The function needs at least two arguments and only reads the last two.
* The stock UI never calls this function.

== Errors ==
None besides the generic ''Invalid Parameters'' message when an argument is not a number.
